Abstract

RÉSUMÉ

La responsabilité numérique des organisations (RNO) s'est imposée, depuis le début des années 2020, comme un prolongement de la responsabilité sociétale des organisations appliqué à la sphère numérique. Si la littérature récente en documente les principes, elle demeure largement silencieuse sur la question du pilotage : comment une organisation publique passe-t-elle d'initiatives numériques dispersées et non formalisées à une démarche structurée, gouvernée et évaluable ? Cet article conceptuel propose de répondre à cette lacune en construisant un modèle de maturité de la RNO à quatre niveaux informel, sensibilisé, structuré et piloté spécifiquement adapté aux établissements et entreprises publics (EEP) marocains. Il positionne l'audit social non comme un simple outil de contrôle a posteriori, mais comme le dispositif de transition qui permet à l'organisation de progresser d'un niveau de maturité au suivant. Prolongeant un travail empirique antérieur qui avait mis en évidence le caractère spontané et peu coordonné des pratiques numériques responsables dans les EEP marocains, l'article articule une revue de la littérature, une modélisation théorique et un ensemble de propositions de recherche destinées à être testées empiriquement. La contribution est double : sur le plan théorique, elle enrichit le champ émergent de la RNO d'une grille de lecture développementale ; sur le plan managérial, elle offre aux dirigeants publics un référentiel d'auto-positionnement et de progression.

ABSTRACT

Organizational Digital Responsibility (ODR) has emerged, since the early 2020s, as an extension of corporate social responsibility applied to the digital sphere. While recent scholarship documents its principles, it remains largely silent on the question of steering: how does a public organization move from scattered, informal digital initiatives towards a structured, governed and measurable approach? This conceptual paper addresses this gap by building a four-level ODR maturity model informal, aware, structured and steered specifically tailored to Moroccan public establishments and enterprises (PEE). It positions social auditing not as a mere ex-post control tool, but as the transition mechanism that enables an organization to progress from one maturity level to the next. Extending prior empirical work that highlighted the spontaneous and poorly coordinated nature of responsible digital practices in Moroccan PEEs, the paper combines a literature review, a theoretical model and a set of research propositions intended for future empirical testing. The contribution is twofold: theoretically, it enriches the emerging ODR field with a developmental lens; managerially, it offers public managers a self-assessment and progression framework.
