ABSTRACT

Internal control has become a fundamental component of modern banking governance. In a context marked by increasing financial, operational, technological, and regulatory risks, commercial banks are required to establish effective mechanisms to ensure operational security, asset protection, reliability of financial information, and compliance with regulatory requirements. In the Democratic Republic of Congo (DRC), the banking sector has undergone significant reforms aimed at strengthening financial stability and improving the resilience of banking institutions. However, several challenges remain, particularly in the areas of governance, risk management, cybersecurity, and the effectiveness of internal control systems.

This study evaluates the internal control environment of commercial banks in the Democratic Republic of Congo using the COSO (Committee of Sponsoring Organizations of the Treadway Commission) framework. The analysis is based on the five components of the COSO model: control environment, risk assessment, control activities, information and communication, and monitoring activities. The study adopts a qualitative and documentary approach, relying on reports from the Central Bank of Congo, international financial institutions, banking regulations, and scientific literature on internal control and banking governance.

The findings reveal that Congolese commercial banks have made substantial progress in strengthening governance structures, risk management practices, compliance functions, and internal audit mechanisms. Nevertheless, significant weaknesses persist, including insufficient control culture, inadequate human resource capacity, limited automation of control processes, growing exposure to cyber threats, and weaknesses in the implementation and follow-up of audit recommendations.

The study recommends strengthening corporate governance, enhancing risk management frameworks, modernizing information systems, improving cybersecurity measures, promoting continuous staff training, and reinforcing the independence and effectiveness of internal audit functions. Furthermore, the Central Bank of Congo should continue improving prudential supervision and encouraging the adoption of international standards related to internal control and banking risk management.

The effective implementation of the COSO framework would significantly improve the performance, transparency, resilience, and sustainability of commercial banks in the Democratic Republic of Congo. Ultimately, a strong internal control system is essential for ensuring financial stability, protecting stakeholders’ interests, and supporting the country's economic development.
